The subject property is located within the Downtown Historic District. The Downtown Historic District consists of a two square block radius with the Hagerstown Public Square as its center axis and includes the major governmental, judicial, and financial centers as previously described. The Historic District was made up almost entirely of commercial buildings constructed for retail, commercial, and residential purposes during the last quarter of the nineteenth century and the first quarter of the twentieth century and represents the peak of Hagerstown’s prosperity.
